Looking for an effect

Can anyone recommend how to get a pebble effect in an area that's too small for the tool? My pebble tool is 7/16" on the smallest dimension and I'm not having much luck on tilting the tool.

I have the smallest pebbler tool that looks like the A104 in size. Do you need me to send it to you to finish your work? You can send it right back. I am in Round Rock, Texas? Just let me know.
