Historic Leather Hole Puncher?

Good afternoon! I'm the collections manager at a museum. I'm working on an inventory of historic tools, and I've come across a piece that I'd like some help identifying. The attached image has been identified as either an "embroidery machine" or a leather hole puncher. Would you mind taking a look and telling me what you think it might be or if the pieces are related to leather making?

I think this is a tool for repairing the carpet. Just my 2 cents

Someone on ebay is selling something similar and they have it listed as a hidden stitch tool for saddle making, but I have no idea if that is correct. The tool is so big it seems like it would be used for some other trade. There is a tool guy on this forum named Bruce Johnson who might know what it is..
