What are steel eyelet washers used for?

I see that Ohio Travel bag sells eyelet washers for their eyelets.

What are these typically used for?

Are they necessary or optional?

Would one use them for arm bracers?

I use them mostly if I'm putting eyelets in chrome tanned or garment leather - keeps the eyelets from pulling through the leather.

Apart from Stainless steel, I've never used Steel eyelets and Washers, all I've ever used are Brass or painted Brass.

The washer would go over the post on the back side, before setting it correct?

What tool(s) are you using to set your eyelets?
