Singer 31-15 Won't Pick Up Bobbin Thread

I'm working on an old Singer 31-15, trying to get it to pick up the bobbin thread. I have replaced the shuttle, and the bobbin case. adjusted the needle bar, but it still won't pick up the thread. The shuttle hook does not go past the needle, stops right at it. The shuttle driver is pinned to the shaft and there is no adjustment. Any ideas??????????????????????????

Adjust the height of the needle bar until the hook passes about 1/8" over the eye, on its way up. Make sure you are using the correct system DBx1 (1738) needle.
