What is the canvas used for?

Actually that is the way it looked before I used leatherique on it.

I have a new portfolio that has a rough feeling finished (hair side) surface. It had a waxey feeling surface, still rough though, I cleaned it with Leatherique two part rejvenator and pristine clean. Still the same feeling. I brushed it with horse hair brushes. Still a rough feeling. Is there something I can do to make this a smooth feeling surface? Thank you for your help with this.
