Thank you everyone. The tool I used was actually a harness needle with one side filed down to create a beveller shape. I used the sharp point of that, sideways, to make each hair. It's time consuming, but well worth it. Once you have the hair in place, the coloring is easy.

My daughter found this pattern online. It is actually a picture of a rug. I figured if they can put it on a rug, I can put it on leather.
