Need Help With Bobbin Issue On My Consew 206Rb5

I bought a used Consew 206rb 5 a couple months ago. I would like advice on how to rewind the bobbin. The bobbin keeps slipping. All the while, the sewing machine part is running; is there a switch that turns off the sewing part while the bobbin mechanism is trying to fill the bobbin? In addition, how often must these machines be oiled?
