Adjust blades Whitfield Hodgson Leather Trimmer ?

Hi totally new to leather and hoping to do some hobby cobbling!

I saw this Whitfield Hodgson leather cutter/trimmer for sale and thought that may be useful!

It is all in working order everything revolves smoothly however there is play in the top cutter wheel in that it is not flush up against the bottom cutter. 

It can move approx 2-3mm in its horizontal axis and the cog it is attached to has a grub screw and I thought if I loosen this I could rubber mallet the whole tighter but seemingly no give!

Does anyone know how to adjust this machine?
