So what does it do? Does it crack 'em in the jawbones if they misbehave? Bet you can tell I'm not a country girl :)

It is a tool of quite communication and when properly used in skilled hands no Cracking is ever necessary. You talk to the horse through it. By nature horeses will do what they are asked when asked correctly.
