I am thinking about getting a hole punching machine. I saw an old machine that was operated by a foot pedal that when pressed it would activate an arm that would come down on the leather and punch a hole out. I was wondering if anyone knows whether one could make a similar machine that would operate on air, some type of air cylinder that would have a foot pedal to operate it. Any information on how to make one or a machine that is out there would be helpful.

Can't help you with the air piston idea, but I just got Weaver Leather's DVD of machinery demos - WOW..... There's a crank operated hole punching machine that really turns my crank! The thing had me mesmerized, I watched the part three times, before I went and snagged hubby to see it! It works like a huge hole punching sewing machine. Too darn cool. I WANT ONE!!!!

Yeah, I am not coming up with any brilliant visions of making a foot press work from an air supply either.

They are still sold new, and not all that expensive compared to other production leather machines. They do a LOT of different jobs, basically you can set up to rivet, punch, set snaps/eyelets/spots.... on and on.
