What Is This Tool And What Is It Used For ?

Can anyone please identify this tool and tell me what it is used for?

It is stamped "George Barnsley's Patent" on one side and has "Corporate Mark, the letter A and a foot stamped on the other side"

The end with a rasp could be used as a float, a rasp to file down the sharp points on a horse's teeth. No idea what the other end is so it may or may not be an old dental instrument for horses.

Paul Krause or one of the other bootmakers might have a better idea than me. I have seen similar tools in shops that boot makers used to cut and rasp pegs inside shoes and boots from pegged construction.

You are right, Bruce. It is a shoemakers tool for rasping the pegs inside a pegged shoe.
