Choosing A Saddle Pad

I'd posted that my mom had gotten a poorly made saddle, which indeed she chose to send back and buy a heavier model. The new one is really nice (sorry, can't recall the name). It doesn't have fleece lining though, but the underside is smooth (still padded of course).

Anyhow, she has no trouble fitting the saddle and pad on her Arabian gelding, yet it will not sit right on his two mare siblings. The pad slips down under the saddle. She would like a recommendation on a good pad. She said it fits okay without a pad, and rode the one mare without yesterday. She wants to know is it bad to ride without a pad at all?

So I'm doing my "good daughter" duty and relaying the question!

New saddle without fleece lining ? Western saddle or English ?

It's a Western saddle. I know, I've never seen one without the fleece lining exposed.
