Wet Forming

So if I am going to make a bag using the wet forming technique and I want to do some tooling, Do I tool the leather first then wet form it or do I wet form it then tool it?

I generally tool, then form. I also avoid tooling on areas that are going to be formed, because when they stretch it messes up my tooling.
