Old Mechanical Clicker Won't Stop! One Cut At A Time Please Help!

My new, OLD Schwabe 288-M w/flywheel runs great, but doesn't stop. Does anyone know how to adjust the brake? It has 2 handles, but either one will start it. Once started, it clicks continuously. I can post pictures, if anyone has experience that might help.
