Hatband Cinch

Evening All:

I have a customer who wants a hatband similar to the National Park Service hatband, not the design but the cinch that is on the left side of the hatband. Does anyone have instructions for this cinch or maybe has a National Park Service friend that would allow some pictures and construction tips of it?

I appreciate any and all assistance provided for this request.
