Sorry if I am not in the right section posting this. But I'm trying to see who people recommend.

I'm trying to see my options for people who offer an saddle making course or apprenticeship.

I'm trying to stay local here in Oregon, but would love to hear if someone is out of state that is awesome.

Jesse Smith runs a good saddle school. He is located on Colorado, but might be able to get you in touch with someone in your state. You can also try the Colorado Saddlemakers Assn, Leather Crafters & Saddler's Journal magazine and a Google search.
