That looks like a type set holder that's adjustable for different height type (letters/numbers). The spring plate provides the tension and the bar under the spring keeps them even. The screw from the side is what locks them in place. Blank spacers would be used to fill any areas not used by the type units.

I'm not seeing it as a skiver.

Have the seller show you how it is supposed to be used.

I would absolutely agree with Twin Oaks. They're used by book binders, amongst others. Have at look at this website, which shows them for sale http://www.finecut.co.uk/bookbinding-equipment/bookbinding-accessories. It may also give you a price....

Thanks for replies guys, already bought the tool, anyway even if it isn't designed for leather work still keep it in a display cabinet lol, looks good.

But it CAN be used for leather work. Use the type set to do initials, names, sayings, etc., for hot stamping. That's why it's on a book binder's website. The lettering on leather bound books is typically done with a thermo-adhesive foil.
