Identify the Maker of this San Fernando Valley Saddlery Saddle

Hi, I was hoping someone could help me identify who made this saddle. It's from the San Fernando Saddlery shop, 1950s I think. The tooling is beautiful, looks to be done by hand. I'm also trying to figure out what the white stuff is. We inherited it, and it had been in a storage locker for several decades. I was told that it is some kind of preservative, but I'm not convinced. Any help would be appreciated. thanks! Photo attached, more in link

Here you go -

The white substance is most likely "spew". It is a combination of waxes, oils, and soaps that exudes from leather not being used much (or over conditioned). It may also be mold. The quick and dirty test is to apply a little heat to it with something like a hair drier. If it melts back in - spew. If it sits there and looks at you - likely mold.
