Foot height lever

I'm having a problem where if its set to high I can sew but if its set below that it locks up. Is this a timing problem or and adjustment? I notice when I lift the foot up and it releases the tension on the upper tensioner that if it goes all the way up the tensioner drops a little and puts tension back on the thread is that normal?
