  1. I think Stitches is thinking of the 'wallet holsters" designed to conceal a small pocket gun and be able to shoot them even though they are in the holster. Those are "controlled" by the government. To make a holster like that you have to fill out a form and pay $200 and then its $5 to transfer it. A regular holster with access to the trigger is not a controlled item. A lot of the old cowboy holsters had access to the trigger for quick draws.
