I'm also from Victoria, I live near Tillicum Mall.
I'm no pro but if you want I can take a look at your leather and maybe give you some advice on the piece. I've also got tons of books and stuff so I'll see if I have a patern for you. I've never made saddle bags myself but I want to.
As for weather proofing it I'll check with my Dad, he'll know but I'm thinking many many coats of Neetsfoot oil would be required. Thankfully it's easy stuff to work with.
