Have over 10 years experience in the shop pulling heels, stitching soles, and patching whatever got taken in. Trying to sort out an Out-Of-Garage shoe repair business right now (need a drop-off/pick-up loc.), and I can always use good tips, advice, or experience.
Not 100% sure, but I think that is a tool used in removing and installing cleats in golf shoes. Pretty sure, but don't come looking for me if I'm wrong, here.
