I'm not sure, but if it is anything like the 133K10 it's for darning sacks, tents, sheets etc.

It's a Bag Darner usually with a Popper Foot to enable darning holes or tears in Bags, Wool Packs and the like. Can be used carefully for patching Canvas and Horse Rugs.
