dOES ANYONE KNOW WHAT THIS IS? I CAN'T FIGURE OUT WHAT IT IS CALLED. I THINK IT IS USED FOR PUTTING AND EDGE ON LEATHER WITH A SWIVEL KNIFE.

 

Stamps, Swivel Knives, Mallets, Modeling Tools, Etc

If we are looking at the same photo yes you are right. it is for sharpening the swivle knife Blade.
