Arbor Press

Hi guys,

I got a hold of an old arbor press. The top die has a little point in the middle like a typical snap or rivet setter. The bottom die is a hollow tube which has about 3/4 of an inch of spring loaded travel. How do i use this thing? Why does the bottom move on a spring?

I think tube rivets go in the bottom. It will punch the hole and set the rivet all at once as long as the leather isn't too thick
