Cutting Or Modeling?

O.k. all, I'm in question as to when I make my own drawings how to tell whether I should cut certain lines with the swivel knife or model in certain areas. Like on the Craftaids there's a dotted line where you don't cut. How do I decide what NOT to cut? Is there a tried and true rule of how to know?

I have a lot of troubles explaining it, but Paul Burnett has some good tutorials on modeling that really go into it (and why him and Stohlman stopped using the dotted line method), plus some of his other ones on the page mention his method.
