Stitching a leather chape and billet to a canvas cartridge belt

How would nineteenth century holster and cartridge belt makers stitch the chape and billet to a canvas cartridge belt? Would they have glued the pieces in place, or just held them as they went?

I would think held in place by the stitching horse jaws.
