Clicker dies for badges?

Hi Folks,  

 

I have recently gotten in a buyout several dies that I have no direct use for,  I believe they are for police ID badges or other police related things.  Some are marked Ny #4 etc They all appear well made  wondering if anyone can identify them.  I will list them for sale too but wondering  if anyone even does this kind of work anymore?  And what kind of value or what to ask?  Open to thoughts
