I managed a saddle shop and tack store for about ten years and bought alot of pads from Mustang manufacturing in Van Alstyne TX .They are a wholesale company if you only need on or two for personal use you might try National ropers supply

This is clearly a shopmade saddle(not a mexico) and I would say it probably was made in the 80s.I would say its a 150 dollar saddle as long as the tree is sound and fits a horse. There should be no reason a good saddle maker couldnt shorten the fenders for you.might try another shop
