Tool for cutting leaf shape in belt

I need a tool to make the small leaf shape around the setting. Does anyone know of anything like this available?

I have various leaf stamps I just listed here.

I would think you'd need to get one of those clicker cutters made to this, if you have a lot to do

Otherwise, a template and a small oval hole punch and do each hole
