How to obtain CITES docs based on tag number

I  was looking into purchasing some elephant hide that has an attached FWS or CITES tag showing that it has been legally imported. However, the associated documentation has been lost.  

Is there a database where I can use the tag number to lookup the backup documentation?  Do I even need the backup documentation to legally purchase it?

I have used all sorts of exotics that are CITES controlled and the only "documentation" is either a tag on the back of the hide or the plastic tags on gator tails. I am not aware of any other requirement unless exporting the product. Of course there are some US states that don't allow the sale of exotics.
