Came across this old sewing machine, the owner wants $150 but I have no idea what model it is or if its suitable for leather. Any ideas?

I just googled what I can read on the face plate: Broad Street Machine Chattanooga Tennessee

Seems to be some sort of carpet tufting machine - or so.
