Some dog collars taper, for example from 2" to 1", at the buckle. Is this done freehand or is there a special tool?

I made some hound collars (2.1/8" at widest and tapering to 5/8" at the chape and billet.

I just made up a pattern (fold card in four so that you cut the pattern on a quarter so it's symmetrical vertically and horizontally when it's opened up. To get the shape right I used a 'French curve' as a guide.
