Need To Know What These Are, Where To Get Them

I'm looking to make a headstall for a friend for Christmas and was wondering if anyone knows where to get the "keepers" in the picture. I've asked Kevin at Springfield Leather and He wasn't sure what they are. Any help would be appreciated
