Sealing A Belt

In reading some posts and other websites, they talked about applying a sealer, then a top coat to a belt. I'm not completely sure what they meant.

Can someone enlighten me, please?

Thanks. I checked out the tutorial. Lots of good stuff. I'm going to use the info there on the belt I'm currently making.
