That appears to be a line of holes on each side, with the string alternating it's bite on the braid with a pass through the holes.

If you can do a double loop lace then you can do this one. Just punch 2 rows of holes or

lacing splits and start your lacing.

Where can I find info on how to do double loop lacing?

Tandy's web site has free videos, many of them, and one is on double loop lacing.

This is called an applique lace. It is simply a double loop cordovan lace done flat rather than over the edge of your piece of leather. The Tandy leathercraft library has a video on it but I think it is in the paid section. In the past week I have used this lacing technique on several projects.
