Can I use acrylic paint over block out resist or super sheen?

Short answer is definitely. You'll want to apply the paint in multiple thin layers though to ensure good adhesion. The block-out and super sheen will fill some of the pores of the leather and reduce the 'tooth' of the surface so the paint won't have as much to grab onto as it would bare leather.
