They were pliar-type punches that had interchangable anvils, and a selection of hole, and lacing punches so the tools could serve several functions. Quote

It is attached to a hole punch pliers, adjusted right it would put the hole in the center of the belt and the little tab would be put in the existing hole and it would space out your holes evenly.
