It looks to me to be some sort of paint that is applied thinly or is partially stripped off later. But I'm not certain.

Maybe Airbrushed ? or maybe even a dry brushed effect ?

still - it looks like a splatter effect ? really confusing , not much help, but nice idea ! ........ Wild Bill46

I was thinking a dry brushed effect but wasnt sure thought someone on here might know lol. But yes it is very pretty and different with how it looks.

I think it was put on by roller, dry brush accents, and then the black dye/paint was added to the background.
