A guy is selling some 10 year old leathercraft tools in my area and has a bunch of dyes and a piece of 7-8 oz leather. Does this stuff expire? I don't want to buy it if the liquids are useless...he said they are all still liquid, but that doesn't tell me much

Alcohol or "spirit" dyes definitely settle out, and are no good. The water-based dyes I'm only guessing would be LESS likely to 'age out'.

a dear friend, and uber master crafter..told me long ago that spirit dyes can be rejuvenated with isopropyl alcohol

Well, within limits. There comes a time that it's just too settled to make it worth it. Darker colors are worse (having more pigment to settle). With acrylics, basically if it isn't hardened, it's still good ;)
