Setting copper rivets in a pouch

Hey I make radio cases for firefighter I currently use copper rivets and Chicago screw I rather use strictly copper rivets but I'm not sure how to set them when I can't lay one side down on a flat surface

Is there room and openings to stick a heavy piece of strap iron through it and then put both ends of the strap iron on something solid? I use my loop irons often for things like that.  Otherwise, a block of steel inside of it and then put something under the case, between the leather and the surface of your anvil or whatever you are using to rivet on, to protect the leather?

I clamp my crow bar to a heavy wooden bench leaving the straightest end hanging off the end.  I slide the work piece over the crowbar so I can use that flat end as an anvil.
