Is latigo a good choice for personal accessories such as bags, wallets, key chains etc?  It seems in my estimation that the tanning process it goes though would make it incredibly durable.  Any opinions on latigo for non outdoor/heavier uses?

I do mostly strap work like belts and such... latigo is my go to for most of my projects. Latigo is strong and flexible... I don't do much bag work at this time but I feel that it would make if a nice rugged bag

I guess what I am really asking can latigo be used for products that would be considered refined.

Generally speaking, latigo is NOT a refined leather. English bridle leather may be a better choice for fine personal leather goods.
