very dry and hard veg tan 2.4mm thick

I have some cheap very dry shoulder of 2.4mm veg tan, should i apply some neats foot oil to it before using and if I do can i still oil dye it afterwards

Please excuse my ignorance but still a newbe to leatherwork

Nfo couldn't hurt. Apply a layer. Let it soak in and go from there. Yes you can dye after oiling

NFO has only a very slight smell. You'd need to put your nose right up onto the leather and sniff in heavily for a few moments to get its smell. If it smells any stronger than this the NFO is 'off' and shouldn't be used

I understand it leaves the leather stain's, which grows darker with every coating

Do you have to apply to the skin (flesh) side or can you apply to the rough inside to avoid this staining showing

Last hopefully question, how thick do you apply it, and rub in or leave with surface oil

Don't put on the rough out. It will soak in way to fast. Put on a light coat let it soak in and level. An old t shirt works go apply it. Go light you can add more but can't take it out. To much will make the leather soggy. It will darken it a bit but anything you add to leather even wwater will darken it. After you add the oil let it sit for 24hrs before you do anything else.

Agreed with all of the above.  NFO has a slight aroma which isn't unpleasant and doesn't last.  You can still dye after using it and if the NFO is applied evenly and lightly it can even help even out dye.  Apply it lightly and leave several hours if not a day or so for it to fully soak in and even out.  You can always add more, while getting extra out is nearly impossible.

Yes, the compound has petrochemicals in it that will rot stitching!
