Picked this beast up for 50 cdn bucks. Manufatured by Williams and marked No.0 and tagged 77 on brass plate. Has an adaptor in place to drive a punch die that can be removed. Ram is drilled and has set screw so lots of possibilities. Made to be operated sitting.

I think J.H Williams &Co. But cant google up anything on it. 

Needs a sand blast and paint and grease job... someday...

Any more info from the machinery history crowd?

Careful with the sandblasting. Personally, I would prefer to maintain the patina. Maybe a good clean with a high pressure hose will do it justice. Top notch machine any which way it finishes up.
