help with southwest saddle

saddle stamped with native  symbol. fenders are tied to stirrup straps, no marking anywhere had felt instead of sheepskin. could this be early porter or some other maker in southwest? Thank you for any help

Felt linings were common in late WWII yrs due to sheepskin shortage. Other features look like that, too

I would have thought that the symbol would have not have been used in 1940s.

Counter clockwise whorl is native American, clockwize is Nazi and no no
