This how I cover a whip handle,  

You need,  A a piece  of 3/4'' pvc what ever length you need

A 3/4pvc cap, for the other end, i use a 1'' coupling, a 3/4 coupling

You will need 25 lengths of lace  6'' longer than the pipe

1 piece of lace that will spiral around the entire length of the pipe

For the other end

saw the 3/4 coupling in half. inside the 1'' coupling is a small pipe stop ridge,  dermal that ridge gone

the 3/4 coupling should slide into the 1'' coupling

push it in half way glueed

cover the 1'' coupling with a braid

slide it onto the handle that you made,  the coupling should over hang the pipe just enough to dress up the edge

epoxy the whip into the 3/4 pipe

I found my 10 year old old bull whip and maybe this will shed some light on how to make a whip handle visually

This is a paracord whip , it laces up the same as leather
