Anyone know anything about this balance wheel clutch setup and what it was used for?  Machine is 1916 and it seems like an original part. Thanks

"Singer Driving Device" comes to mind. I really don't know any more than that. I've seen pictures. Maybe this is something different.

Interesting I have never seen a Singer 45k or 46k that was a flatbed before. The machine mounted clutch system was probably setup so the machine could be driven from a ceiling or wall mounted main drive system that powered more then one machine in a factory setting.

Yes! That's almost certainly it. I've seen pictures with the overhead shaft.  That pulley being a clutch is the part I wasn't registering.

Definitely a clutch system. The machine it self is a jump foot machine. The jump foot system is similar to what you find on Adler 4 or Adler 5 machines (and later models).
