Yes it's an extra layer at the bottom for keeping the groceries laying at the bottom of the bag intact . Also , it gives more stability when you'll lay it on the ground . I've chosen to close the bag with a magnet for easier acces to it . And because the straps are keeping it closed when holded , it's still safe from any attempt to steal the content .
