it is meant to look like a ravens beak. Ravens were harbringers of death and disease in Medieval Europe

Also the beak held the aromatic herbs that were supposed to filter the "bad air" that they thought caused the plague. It was sort of an early attempt at a gas mask.

Actually, the filtering of the air is a misconception, the idea was that the disease carying miasmas could be avoided by overcoming them with other smells. In the case of Plague Doctors the prefered deterent was a sponge soaked in herb infused vinegar.
