Need a pattern or template for a dog collar with a restraint handle! Having trouble finding a nice one!

Hi everyone..HELP!...

I'm having a very hard time finding a dog collar template that has a handle built in to it.  A "restraint" handle.  

I've been asked to build one but need a template that works.    If anyone has a template or such, I'd be so happy!

Not sure how to say this.  I did a Google search with these key words: dog collar with a restraint handle

Now looking at the pictures I can't see where a template is needed.  Seems like a separate loop of leather, riveted to the existing collar would work.  Maybe I'm missing some fine point since I haven't made any dog collars.
